This is an intolerable attempt on the

part of their Ministry to extract

from Hong Kong a forced contribution to

the cost of Imperial defence. The liab-

ilies of the Colony are fully met by

payment of the military contribution; and

there is no justification for calling

upon Hong kong to give to the Air Ministry

land which, if otherwise disposed of,

would produce an important sum in Crown

rent.
